Data Cleansing Consultant
Overview
The Ministry of Food, Agriculture and Light Industry (MOFALI) requested assistance from ADB project TA-10099 towards the establishment of an Integrated Food Security Information and Response System (IFSIRS) to gather, analyze, and disseminate data and information on the food security situation in Mongolia, and to enable government and partner institutions better to manage food insecurity risks at all levels of Government.
Critical functions of the IFSIRS System are the following:
- Establishing a food supply monitoring and analysis component
- Establishing a price monitoring and analysis component
- Establish a reference database for food safety information
- Establish an investment monitoring and reporting component
- Building an early warning component; and
- Building an online information portal through which critical messages on the current and anticipated future food supply, demand, and food price situation are presented
Once fully operational, the proposed IFSIRS should (i) gather data and information on identified commodities from key sources, including from government agencies, the private sector, NGOs, and relevant international agencies; and (ii) produce data, information, reports, and forecasts of the food security situation for decision-making by the government agencies, the general public, and other stakeholders to manage food insecurity risks better. Currently, MOFALI, as the developer of IFSIRS, faces challenges in accessing, analyzing, managing, and reporting information for food security planning, policy formulation, and implementation of appropriate measures at all levels of government. This is mainly due to insufficient access to relevant information, weak data reliability, and limited analytical and reporting capacity at MOFALI.
The planned architecture of the IFSIRS will contain a database with time series data for an improved understanding of historical and current food price movements, in addition to parameters reflecting the supply and demand of key commodities that are central to understanding the food security and food safety situation in Mongolia. The database will be accessed through an internet portal and a dashboard providing relevant statistics for key commodities.
Due to IFSIRS combining multiple data sources, there are many cases for data to be duplicated, mislabeled, corrupted, incorrectly formatted, duplicated, or incomplete data within a dataset. Furthermore, because IFSIRS gathers data from different data providers with different areas of activity, the standards they use can be different and require data transformation from one structure to another.
For the successful implementation of the IFSIRS, it is crucial to implement templates for the data cleaning and transformation process that the system should use when gathering information from data providers.

Specific Skills
- Bachelor or higher Degree in the IT field;
- At least three (3) years of previous experience in Data Sourcing and Data Cleansing
- Experience in using databases with a high degree of accuracy and attention to detail;
- Strong awareness of data privacy and confidentiality;
- Skilled with several of the following: Excel & Salesforce;
- Knowledge of visual analytics platforms, particularly concerning datasets and the development of dashboards, reports, and forecasts.
- Must possess excellent interpersonal skills and the ability to work in a group setting and a multicultural team environment, which is required to deal effectively with staff at all levels.
