Overview
DIRECT SUPERVISION: Project manager and international consultant
The Resettlement specialist who works under the direct supervision of the Project Managers and Program Manager in PMC Mongolia. This position requires the following:
- To organize, analyze, interpret, and evaluate information at the work field,
- To have compatible knowledge regarding the local resettlement law and regulation requirements.
- To review and monitor the implementation of the work plan and other relevant documents.
- To communicate verbally and in writing, concisely and effectively with all levels of personnel and with all project stakeholders.
- To function as part of a team.
- To have a working knowledge of the Microsoft Office software suite, PDF commenting software, and other technical softwares as needed,
- Knowledge of applicable codes and standards.
- Ability to follow defined project policies, processes, and procedures.

Responsible For
BASIC FUNCTION
Specific Job Functions:
- To assist the Project Managers and inform them with the relevant information.
- To review, monitor and oversight the contractor’s RAP performance against the approved RAP plan and with compliance of the local resettlement requirements.
- Monitor and report on implementation of RAPs;
- Provide detailed review and comment on RAPs and associated design and procurement documents;
- Collaborate with international Resettlement Specialist to prepare training on resettlement to on-site staff;
- Provide training to on-site staff with respect to resettlement issues, particularly in areas where in-kind replacement of impacted assets have been identified;
- Conduct periodic site visits to inspect for compliance with the approved RAPs, including review of in-kind replacement of impacted assets.
- To assist MCA-M in updating relevant parts of the Stakeholder’s Engagement Plan
- To assist MCA-M updating, fine-tuning, and tracking the Entitlement Matrix
- To assist MCA-M liaison with the RAPs.
- To assist MCA-M on the land acquisition, business disturbance, and easement compensation update and registering.
- To assist PMC’s technical team and seek alternative solutions for business disturbances such as traffic diversion, temporary access, etc.
- To analyze the gap between RAP and the actual situation and support Project Management with suitable communication, designing, and reporting techniques.
- To provide preliminary and detailed cost estimates related to RAP activities.
- To coordinate with the PMC’s Health and Safety team on construction hazards for the public.
