Erdenet Climate Resilience Project

Monconsult Ltd, in partnership with SWECO (a European engineering consultancy company), has been selected as Program Management Consultant and Construction supervisor for the Erdenet Climate Resilience project.

The European Bank for Reconstruction and Development (EBRD) is developing a project together with the Province of Orkhon and Erdenet Water and District Heating Company (EWHDN), to be referred to as Client, to rehabilitate and construct flood protection structures and water supply network system in the Erdenet city in Mongolia.

EWHDN provides water services to 40 percent of the City’s residents. The remaining population of the city lives in ger districts where residents collect water from 79 water kiosks operated by EWHDN. Currently, about 38 percent of the water infrastructure is at or beyond its predicted usable asset life.  Non-revenue water (NRW) is high, estimated at 55 percent, which has arisen from a combination of insufficient network maintenance (giving rise to physical losses) and administrative losses (illegal connections, poor billing, etc.).

In light of the above, Orkhon province has approached the Bank with a request to assess the possibility of financing the following potential projects focused on the modernization of the flood protection and water network infrastructure. 

The Project will contribute to the development and institutional strengthening of the Province, and the company in respect of asset management, procurement, corporatization, creditworthiness and an improvement of the environmental situation in the City. The Consultant shall assist the Company to improve its commercial standing, service and environmental and social performance by helping to identify and implement the necessary corporate, financial and  operational improvements required to meet the related covenants included in the EBRD finance documents.
